According to this circular, holders of the Amayesh and temporary cards whose previous validity date was 31 Sunbula 1404 (September 22, 2025) are exempt in some cases from presenting the Sana code. Persons with disabilities and the elderly who are unable to obtain this code also do not need to present it, with the confirmation of the relevant authorities.

Women who are heads of households without a son over 18 years of age and who are unable to pay for health insurance will be covered by this exemption if introduced by the provincial affairs of foreign nationals department. Also, if the head of the household is covered by social security insurance, presenting his insurance code is sufficient for other family members, and newborns who have not yet received a new card are exempt from the health insurance code.

In the housing section, one- or two-person households living with another family, some workers living at the workplace, gardeners, janitors, guards, and servants of mosques can proceed without a housing tracking code by presenting a valid certificate. The absence of a postal code, the death of the landlord, and some verbal contract agreements are also among the announced exemptions.

Holders of temporary card type 4 are also exempt from presenting the Sana code, insurance, and housing registration, and must receive their card in person from the Kefalat office.

  1. Those left behind from the Amayesh and temporary cards;

Those whose last validity date of their Amayesh or temporary card was 31 Shahrivar 1404 (September 22, 2025) and who refer this year for the implementation of the plan do not need to obtain the Sana code.

  1. Persons with disabilities and the elderly;

Persons with disabilities and the elderly who are unable to obtain the Sana code will not need the Sana code, with the confirmation of the Office of Services and the General Directorate of Foreign Nationals.

  1. Women heads of household;

Women heads of household without a male child over 18 years of age who are unable to pay the cost of health insurance — their list must be sent by the provincial department of foreign nationals to the Ministry of Interior.

  1. Social security insurance of the head of household;

In some households where the head is covered by social security insurance and other members are unable to register health insurance systemically, only for this year presenting the social security insurance code of the head is sufficient, and other household members do not need health insurance.

  1. Newborn children;

Children born this year for whom a new card has not yet been issued do not need a health insurance code only for this year.

  1. One- or two-person households sharing with another family;

If a one- or two-person household lives in a shared house with another family, one family has received the housing tracking code and the other family can repeat the same tracking code in the system.

  1. Residence in production, industrial, and agricultural units;

Foreign nationals who reside in production, industrial, or agricultural units and are unable to obtain a housing tracking code will not need to present a housing tracking code by presenting the employer’s certificate indicating residence at the location.

  1. Residence of gardener, janitor, and guard in non-residential units;

Persons who reside as gardeners, janitors, or guards in non-residential units do not need a housing tracking code by presenting the owner’s certificate indicating their residence.

  1. Residence of servants of mosques and endowments;

Foreign nationals who reside as servants of a mosque or endowment in non-residential units do not need a housing tracking code by presenting a certificate from the board of trustees of the mosque or endowment.

  1. Absence of postal code in marginal areas and some villages;

If it is not possible to register the rental location in the Khodnevis system due to the absence of a postal code, by presenting a certificate from the Islamic council of the place of residence, there is no need to present a housing tracking code.

  1. Death of the landlord;

If it is not possible to register the lease in the Khodnevis system due to the death of the landlord, by presenting the death certificate, there will be no need for a housing tracking code.

  1. Purchase by verbal contract and renting a residential unit to a foreign national;

Foreign nationals who have purchased a residential unit by verbal contract and rented it to a foreign national can proceed without the need for a housing tracking code by presenting the last verbal contract concluded between the owner and the tenant and scanning it in the system.

  1. Holders of temporary card 4;

Foreign nationals holding temporary card 4:
Do not need the Sana code.
Do not need insurance.
Do not need housing registration.
Temporary card 4 is not sent by post and must be received in person from the Kefalat office.
